District Information


Spokane County Fire District No. 4 was established in 1945 to serve the unincorporated residences in the greater Deer Park area. Subsequent annexations throughout the past almost 60 years have seen the District expand to serve over 330 square miles of North Spokane County. In addition, the District provides emergency services to Pend Oreille County Fire District No. 1 under a contract, and to the City of Deer Park, which annexed into Fire District No. 4 in 2001.  A population of approximately 40,000 residents resides within the District's service area.

The District is a blend of land use classifications dominated by residual suburban growth on the south, with large tracts of rural farm and wooded land areas as you proceed north. In addition, Mt. Spokane State Park located on the eastern boundary of the District, provides the challenge of protecting lands with limited road access and high recreational use.

The Fire District is composed of nine fire stations located in the following community areas.

                   Station 41 - Deer Park
                   Station 42 - Chattaroy
                   Station 43 - Elk
                   Station 44 - Colbert
                   Station 45 - Wildrose
                   Station 46 - Riverside
                   Station 47 - Green Bluff
                   Station 48 - Mt. Spokane
                   Station 49 - Wayside

In an effort to keep service delivery costs within the means of the community(s), a large 170 member volunteer contingent is utilized. The volunteer membership is comprised of four groups; Station Area Volunteer Firefighters, Station Resident Volunteer Firefighters, Out of Fire District Volunteer Firefighters and Special Services Volunteers. These volunteers are supported by a career staff of thirteen individuals and approximately 25 plus Part-Time Paid Firefighters. The District's Organizational Philosophy is one of meeting the District Mission by the effective use of skilled volunteers supported by a career and part-time staff.

The District's response to an emergency includes a combination of volunteer, career and part-time emergency response personnel dependent upon the time of day and the emergency situation. During weekday business hours (when volunteers are working, furthering their education, or otherwise not available) the volunteer response group is supplemented by career and part-time staff responders. Career duty officers are on call 24 hours a day and 365 days a year. The District responds in excess of 1,200 times annually.

 

STATISTICS

Spokane County Fire District 4 is a State Municipality, Junior Taxing District, created by Washington State Revised Code Title 52. The Fire District was incorporated by a vote of the people in 1945.

The Fire District operates under the legislative authority of three elected fire commissioners. They serve six-year terms of office, with one being elected every other year.

The District's insurance classification rating is a Class 5 for the un-incorporated areas of the District, and a Class 4 for the City of Deer Park annexed into Fire District No. 4 in 2001.

The area served by the Fire District covers approximately 330 square miles and is bordered by Spokane County Fire District 9 on the south, Stevens County Fire District 1 on the west and northwest, Pend Oreille County Fire District 1 (contracted service area), and Pend Oreille County Fire District 7 on the north, and areas served by no fire district on the east boundary.
